Study: 3 reasons mandatory paid sick days are a good idea
One organization is trying to sell employers in New York City on the idea of mandatory paid sick days for workers. Its reasoning?
Requiring companies to give employees access to paid sick days would:
- Improve employees’ health
- Decrease the likelihood that employees will delay medical care for themselves or their family members, and
- Reduce the number of visits to hospital emergency rooms, which would reduce healthcare costs by $35.5 million.
Those are the assertions of the Institute for Women’s Policy Research (IWRP).
Using data from the Centers for Disease Control and Prevention’s 2009-2010 National Health Interview Survey, the IWRP has estimated the size of the impact that access to paid sick days would have in New York City.
It estimates that when people don’t have paid sick days:
- They’re less likely to seek medical treatment
- They’re more likely to say they are in poor health, because they are not seeking treatment, and
- If they do seek treatment, they’re more likely to do so in ERs — because they’re still open after work hours.
The problem with going to an ER versus a primary care physician: An average ER treatment costs about $826 more than a visit to a primary care physician, according to the IWRP.
Therefore, the IWRP predicts that if workers were given access to paid sick days, they’d be more likely to seek treatment at a primary care physician.
That would reduce the number of ER visits in the city by 47,858 per year, which adds up to $39.5 million in savings, estimates the IWRP.
It’s estimated 50% — about 1.6 million — of working New Yorkers lack access to paid sick days.

If you really want to do something for employees, create an environment where owners and managers can focus on growing their businesses without special interests giving money to buy politicians to pass these types of silly (yet destructive) laws. As businesses flourish, employees will benefit from competition for labor and employers will be forced to compete for that labor by offering pay and benefit packages that can attract and retain talented people. In the final analysis, The BEST company to work for is one that stays in business. Sure Greece, Spain, Italy, Portugal, Britain are suffering from their socialistic “free stuff” legacies, but you don’t have to go that far. Look at what happened to the Regional Bell Operating Companies as the price of communications services fell and they were on the hook for all those “free stuff” programs. Tens of thousands laid off. Just one example.
Remember, there is no government mandate to provide paid vacation or holiday time off. A LOT of people don’t know that. Those programs are completely at the employer’s discretion, yet many (most) medium-sized and up employers do provide it, again to be able to compete in the labor market. As someone noted above, if an employer is mandated to provide paid sick leave you can bet in this economy it will be paid for from other benefits already in place, or in diminished or deferred future pay raises. What this group seems to want is to be guaranteed money for not working. Can’t blame them for wanting it, I suppose.
I recommend two books for those who like to read. The first is a business book called: “It’s Not The Big That Eat The Small, It’s The Fast That Eat The Slow”. I forget the author, but you can get it on Amazon. Read it and see if you can find a place where mandated paid sick time is good for business or ultimately employees. The second is “Atlas Shrugged”, written in the 1950′s by Ayn Rand (not her real name) a Russian Jewish woman who as a girl lived through the revolution and subsequent nationalization of her father’s pharmacy. She saw it all coming and for a book written over 50 years ago, it scary accurate how relevant it is.
Last, to the left leaning, @Elizabeth, if you’re speaking to kindred minds, using anything having to do with San Francisco is a feel good, Kumbaya slam dunk. Many of the rest of us, however, put two and two together and notice that California is BROKE and hemorraging businesses. On the other side of the country, New York is losing so many people that it lost seats in the House of Representatives. What do they have in common, “Free stuff”, high taxesand a toxic business environment.

Mandates for paid sick days is not the answer. As someone presiously said, sick days are abused. We give hourly employees 32 hrs a year and they use them for everything except being sick. Also, when the last discussions came up about a paid sick leave mandate, a lot of companies had decided to reduce the number of vacation hours in order to give more sick/personal hours. Employers have enough government mandates to deal with.

@Dianne – Apparently you have not worked at family run companies where the families are heavily involved in the day to day operations of the company. There are some that are wonderful and treat the employees/staff like family. Some see the staff like interchangable parts to be used to increase their bottom line. The second are the ones that I was referring to.
I acknowledge that there are people who lie to get what they want and have the outlook that they deserve things to be handed to them without putting in the work. And unfortunately, I have seen more of these attitudes in the service based industry that I was a part of recently.
You are lucky in which you are able to go home when if you report to work visibly sick. I was not – even with migraines that caused me to darken my work area to minimal light, wincing at noises, unknowingly crying with pain, and paler than a sheet of paper.

You raise interesting questions.
I would agree that there is no side that wouldn’t USE data to their advantage. Including shoddy manipulation of statistics. (sidebar: Great book to read “How to Lie with Statistics” – its worth the 15 bucks from Amazon and will open your eyes to the junk on the evening news). Everyone CAN manipulate the data and slant the results. It’s “who’s doing it an why” that you have to look for.
I generally “pounce” on shoddy statistics whenever I can (just one of the little pleasures of being somewhat of an Analytic in a world where most of the so-called “journalists and writers” are actually “biased bloggers” who think they’re being clever by these shoddy manipulations) and I have been known to ding “bad logic” coming out of employer or business reports as well.
IN THIS CASE, the arguement is offered by the special interest group wanting to FORCE employers into another mandate, using shoddy statistical work as part of their rationale. I just threw down the BS flag on their methodology.
I guess you can make the arguement that everyone NOT agreeing with them is part of Another Special Interst group – so, by defacto, “if I’m not IN THEIR GROUP, I MUST BE in another group”.
OK, by your logic, In this case, I’m a member of the “Special Interest Group That Doesn’t Want to be Mandated by Others Who Are Making Up Facts as Part of Their Arguement to Force Me to Do Something I Don’t Want To Do”.

I’m a little lost on your other comments: I did NOT “fail to rationally consider the other’s side of the argument”… I just (rationally) pointed out their arguement was based on “hopefull adjectives” such as “assert” and “estimate” and “predict” vs facts of the data itself.
I also said I OBJECT to these “surveys” etc being used for rationale discussion, not that they should be.
Lastly, I disagree with your statement that ” many like you think their opinion is the only one there is”. I don’t think my opinion is the only one there is”… I closed with “in my humble opinion”, so that is pretty clear evidence of what I think of MY opinion.
I just refuse to let bad logic and statistical analysis go unchallenged in what should be an intellectual argument.
If a group wants to say “we want you to pay for this because we want it” that’s intellectually more honest than trying to say “the data supports this” when all they’ve done is mis-represent that data.

I am certainly glad to know that this FREE country is full of benevolent do-gooders who feel it is their business to “force” private enterprise and individuals to do what Big Brother determines is “best”.
After all, it has been proven repeatedly that government is better and more efficient than business. You only need look at post office, dmv, ssa…

Who is forcing them?, no employer would legally get away with forcing anyone to work, that would be called slavery!

This is America not Greece and Everyone is different , some lie, some don’t, some will abuse paid sick leave, some won’t, you want entitlements (free stuff) I don’t. Why is it always the responsibility of the employer? Where I work, if you come to work visibly sick, you will be sent home regardless of the number of sick days you have available. We do not tolerate someone intentionally risking the health of the entire company and if you do not like it… go work somewhere else. Simple.

@Paul, I’m not disagreeing with you when you say that the Institute for Women’s Policy Research (IWRP) is a special interest group because in fact it is, but wouldn’t you also say that those who are against such mandates are also a special interest groups such as organizations themselves who would be against it? See that’s the whole point when you bring such arguments into the picture, you fail to rationally consider the other’s side of the argument. Also, how can you say “surveys” and “studies” by special interest groups using shoddy statistical manipulations can be considered valid arguements for MANDATORY costs on employers.” How do you know that those who would be against this (employers presumably) would not also use the same means to get their “quantitative, statistical evidence?”
Don’t take it as I am agreeing with the mandate of paid sick days because personally I am not I just can see the validities of arguments on both sides of the fence, as I have said before, but many like you think their opinion is the only one there is. I’m just saying.

I’ve worked at a company who doesn’t offer sick days and pays just above the state minimum wage as starting wage. The management there is of the opinion that they can always find another warm body to fill the job and would see this as an added expense. (They were trying to find ways to minimize the costs demanded by health care mandates and were hoping for a complete repeal.)
It just comes down to human nature. People who are dedicated will report to work consistently, some just don’t care will take off as much as they can. (Doctor’s notes can be requested if abuse is suspected.) I myself had to report twice with migraines so bad that I should have stayed home but didn’t have a choice. Productivity is definitely impacted when people report in sick (or are worried about sick kids alone). Plus there is a greater posibility of having it spread amongst the rest of the work force.
On the other hand, people who abuse sick time cause resentment amongst the work force (another productivity killer due to talking) because of the amount of work that has to be handled by others. Especially when there are no consequences for taking so much time off because they are a mid-management favorite.
So the bottom line for me, there are some companies that will have to be forced to do what is best for their employees such as sick time – even if it’s 2-3 days a year.

One person’s Mandate, is another person’s Entitlement, is another person’s Tax. It’s like a wolf and a coyote and a sheep voting on what’s going to be on the dinner menu.
It’s easy to find a special interest group [the Institute for Women’s Policy Research (IWRP) in this case ] who is willing to take data from another source, and “assert” and “estimate” and “predict” the outcome that they would like to believe, IF ONLY they could have more money from someone else.
It’s a textbook case of “wishfull statistics” to jump logic from “more sick days equal less Emergency Room visits equal $39.5 million in savings” !!!
In fact, a paid sick day MAY (has the Potential to) result in a trip to the drs office during normal hours vs the Emergency Room after hours, but there are many “after hour” clinics in most cities where you can go for about the same price as a drs office visit, and NOT incurr the ER cost.
So to make the assumption that ALL missed visits during the day result in ER visits at night is WILDLY inaccurate and reflects a desperate DESIRE for a large dollar outcome that grabs headlines, but has little basis in fact or human behavior models.
I believe paid sick time – whether part of PTO or other time off policies – is generally a good thing, for business effectiveness and business competition reasons, but I object strongly to the pretention that “surveys” and “studies” by special interest groups using shoddy statistical manipulations can be considered valid arguements for MANDATORY costs on employers.
Just my humble opinion.
